Urges the United States Congress to pass S. 33, the Improved National Monument Designation Process Act, which would require Congressional approval, National Environmental Policy Act compliance, and state legislative approval for the President to establish or expand national monuments.

Expresses concern that the previous federal Administration established 29 new national monuments between 2009 and 2017 and added approximately 440,000 square miles to the Papahanaumokuakea Marine National Monument in 2016.

States that national monument designations without consideration of economic impacts may create hardship on regional, state, and local economies related to natural resource development, commercial fishing, tourism, and agriculture.

References Alaska's "no more" clause in the Alaska National Interest Lands Conservation Act, which promises a balance between environmental protection and the economic and social needs of Alaskans.

Requires notification of state governors within 100 miles of any proposed marine national monument under S. 33.
