Amends Alaska Constitution Article IX, Section 16 to change the appropriation limit for operating expenses from $2.5 billion to $4 billion.

Changes the base year for calculating population and inflation adjustments from July 1, 1981 to July 1, 2017.

Removes the requirement that at least one-third of appropriations be reserved for capital projects and loan appropriations.

Eliminates special procedures for capital project appropriations that exceed the limit, including voter notification requirements about operations and maintenance costs.

Requires voter approval at the next general election for this constitutional amendment to take effect.
