Urges the governor and Alaska's congressional delegation to expedite responsible development of oil fields to increase oil throughput in the Trans Alaska Pipeline System.

States the pipeline currently operates at one-quarter capacity and increased volume would generate state revenue during a period of budget deficits.

Identifies multiple oil discoveries on the North Slope with significant production potential, including Caelus Energy's Smith Bay field (6 billion barrels estimated), ConocoPhillips' Willow discovery (300 million barrels), and Hilcorp's Liberty project (125 million barrels).

Notes combined daily production from these projects could exceed 700,000 barrels per day, with some projects already under construction like Hilcorp's Moose Pad Development.

Directs copies of the resolution be sent to U.S. Senators Lisa Murkowski and Dan Sullivan and U.S. Representative Don Young.
