Establishes term limits for Alaska state legislators: representatives limited to four full or partial successive terms, senators limited to two full or partial successive terms.

Requires a two-year waiting period before legislators can serve again after reaching their term limit.

Adds transitional provision ensuring legislators elected in 2018 can serve their full elected term and protecting sitting legislators from having their terms prematurely ended.

Proposes amendments to Article II, Section 3 and adds Article XV, Section 30 to the Alaska Constitution.

Directs that the proposed amendments be placed on the ballot at the next general election for voter approval.
