Expresses Alaska Legislature's position that the federal government has violated commitments made in the Alaska Statehood Act (1958), Alaska Native Claims Settlement Act, and Alaska National Interest Lands Conservation Act regarding state land rights and resource development.

Supports filing a petition to the federal government requesting transfer of remaining state land entitlements, expedited resolution of navigable waters and submerged land claims, and adjudication of RS 2477 rights-of-way.

Welcomes negotiated transfers of federal land to state ownership or management, prioritizing forest expansion and state management of mineral leasing.

Urges Congress to reinstate and fund the Alaska Land Use Council and requests the Governor negotiate cooperative land and resource management agreements with the federal government.

Directs copies of the resolution to be sent to the President, Vice President, Secretary of the Interior, Congressional leadership, and all members of the 115th Congress.
