Urges United States Congress to pass legislation opening the Arctic National Wildlife Refuge coastal plain (1002 study area) to oil and gas development and exploration.

Estimates the coastal plain contains approximately 10 billion barrels of recoverable oil and would increase Alaska oil production by up to 700,000 barrels per day.

Directs the Department of the Interior to recognize private property rights of Native landowners, including the Arctic Slope Regional Corporation and Kaktovik Inupiat Corporation, to develop their land and resource entitlements under the Alaska Native Claims Settlement Act.

Requires oil and gas activity to protect the environment and Porcupine caribou herd populations while using directional drilling and advanced technology to minimize development footprint.

Opposes any reduction in Alaska's royalty revenue from Arctic refuge development and affirms the state's right to 90 percent of oil, gas, and mineral royalties from federal land as promised at statehood.
