Urges the United States Congress to pass legislation opening the 1002 study area (coastal plain) of the Arctic National Wildlife Refuge to oil and gas exploration, development, and production.

Asserts that the coastal plain contains an estimated 10 billion barrels of recoverable oil and up to 46 trillion cubic feet of natural gas as of 1998 estimates.

Requires that any development use directional drilling and advanced technology to minimize environmental footprint, protect wildlife populations including Porcupine caribou herds, and maximize use of Alaska's workforce.

Opposes any unilateral reduction in royalty revenue and demands the state receive the 90 percent of oil, gas, and mineral royalties from federal land in Alaska that was promised at statehood.

Encourages using revenue from Arctic National Wildlife Refuge development to fund renewable and alternative energy resources in the state.
