Encourages United States Congress to pass legislation granting Hmong veterans of the Vietnam War full military burial rights, including burial at Arlington National Cemetery.

Recognizes that the United States Central Intelligence Agency recruited approximately 100,000 Hmong soldiers beginning in 1960 to fight against Communist forces in Laos as Special Guerrilla Units.

Documents that approximately 40,000 Hmong soldiers died, approximately 50,000 were seriously injured, and approximately 3,000 were missing in action, with Hmong soldiers dying at 10 times the rate of United States soldiers.

Notes that the Hmong Veterans' Service Recognition Act (P.L. 115-141, sec. 251), passed on March 23, 2018, allows some Hmong and Laotian veterans to be buried at United States military cemeteries, but excludes burial at Arlington National Cemetery.

Directs copies of the resolution to the President, Vice President, federal leadership, the Alaska congressional delegation, and all members of the 115th United States Congress.
