SB 10 Summary

• Establishes payment for residential habilitation services under Medicaid for children with complex medical conditions, adults with physical/developmental disabilities, and individuals with intellectual/developmental disabilities when approved by the department as part of a plan of care.

• Authorizes payment for personal care services for recipients receiving residential habilitation services in personal residences or homes with 24-hour care where the primary caregiver lives in the home and is not an immediate family member.

• Creates new "adult foster care home" license category for residences where an adult head of household provides 24-hour care to not more than three adults for compensation, and streamlines licensing paperwork for existing foster care licensees.

• Establishes transition program under AS 47.18.340 for individuals 18 years or older who are severely disabled (requiring nursing facility level of care) to transition from state foster care to licensed adult foster care homes, with continued access to personal care services and periodic review of health and safety needs.

• Requires the Department of Health and Social Services to submit a Medicaid state plan amendment to the federal government to cover necessary home and community-based waiver services, including personal care services and reimbursement rates for residential habilitation services in adult foster care homes.
