Increases the Internet service speed requirement for eligible school districts from 10 megabits per second to 25 megabits per second download capacity under the federal universal services program discount.

Establishes Internet services funding for schools as a purpose of the Alaska higher education investment fund, allowing the fund to provide appropriations for school Internet services under AS 14.03.127.

Permits the legislature to appropriate any amount from the Alaska higher education investment fund to provide Internet services funding for schools, in addition to other authorized appropriations from that fund.

Modifies the Alaska higher education investment fund to support three distinct purposes: grants for education institutions, scholarship payments to postsecondary institutions, and Internet services funding for schools.
