SB 104 Summary

• Department of Education may not require school districts to review textbooks and instructional materials more frequently than once every 10 years.

• Establishes a curriculum approval and pilot program for mathematics and English language arts, with the board reviewing curricula every five years and identifying best practices by July 1, 2019.

• Creates a three-year pilot program (2019-2020 school year) distributing up to $10,000,000 in incentive payments to four selected school districts (two rural, two urban) to implement approved curricula.

• Establishes the marijuana education and treatment fund by dedicating 25 percent of marijuana tax revenue collected under AS 43.61.010, with appropriations going to the Department of Health and Social Services for comprehensive marijuana use education and treatment programs including youth prevention and public education.

• Requires the Department of Education to make available an electronic system for managing student information and special education records that allows school districts to transfer records when students change districts.
