Increases clinical practice hours requirement for marital and family therapist licensure from 1,500 to 1,700 hours and requires 100 hours of individual supervision and 100 hours of group supervision (may be conducted by one or more supervisors).

Requires health care providers and facilities to annually compile and publish lists of their 10 most commonly performed services with procedure codes, undiscounted prices, and facility fees; lists must be posted publicly, submitted to the department, and published online by January 31 each year.

Requires health care providers, facilities, and insurers to provide good faith estimates of reasonably anticipated charges for nonemergency care upon patient request within 10 business days; estimates may include reasonable ranges and are protected from liability if estimates differ from actual charges.

Establishes state policy to acknowledge early childhood and youth brain development principles, including concepts of early adversity, toxic stress, childhood trauma, and resilience promotion in child welfare decisions.

Adds marital and family therapy services as an optional Medicaid service and requires the Department of Health and Social Services to report by November 30, 2021 on the effectiveness and cost-effectiveness of this coverage.
