Amends AS 37.05.565(b) to restrict appropriations from the Alaska capital income fund to state facilities preventive or deferred maintenance, replacing the previous broad authorization for "any public purpose"

Specifies that fund money may be used for replacement of parts, systems, or components and other activities needed to preserve or maintain state assets

Continues to allow appropriations for annual debt service and reserves for debt service on bonds authorized by state law

Clarifies that the fund is not a dedicated fund
