The State Medical Board may authorize its executive secretary to grant licenses to physicians, osteopaths, and podiatrists who meet requirements and have no settlements, license suspensions/revocations, or issues requiring board consideration.

Creates certification program for medical assistants with board-adopted regulations for training, qualifications, application, renewal, and revocation procedures; false representation as certified medical assistant is a class B misdemeanor.

Authorizes physicians, podiatrists, osteopaths, and physician assistants to delegate routine medical duties to unlicensed agents meeting board standards, except duties related to pain management and opioid use cannot be delegated.

Removes requirement that applicants state duration of residence in license applications; allows board members, executive secretary, or designated persons to issue temporary permits instead of only the board.

Adds medical assistants to definition of "medical professional" for purposes of assault penalties; effective date January 1, 2019, except transition provisions take effect immediately.
