Amends AS 16.05.780(a) to allow antlerless moose to be taken only through emergency orders under AS 16.05.060, removing the previous requirement for Department recommendation and local advisory committee approval.

Repeals AS 16.05.780(b), which previously established the regulatory process for authorizing antlerless moose seasons.

Changes authorization method from a regulations-based process requiring biological evidence and majority local advisory committee votes to emergency orders issued by the Department.

Takes effect January 1, 2018.
