Transfers authority to prescribe maximum age and physical qualifications for the Alaska State Defense Force from the Adjutant General to the Governor.

Requires Alaska State Defense Force volunteers to submit applications, fingerprints, national criminal history checks, and sworn statements about prescription drug use, with review by a board of senior commissioned officers.

Establishes the Alaska State Defense Force as an armed, organized military force with state police powers, capable of responding to state emergencies and serving as a constabulary distinct from the regular Army.

Authorizes Alaska State Defense Force members to act as peace officers, use personal arms when called to state active duty, wear badges identifying them as "Alaska State Police Auxiliary," and serve a six-year appointment period.

Requires the Adjutant General to support the Alaska State Defense Force by providing access to military training facilities, armories, identification cards acceptable to federal authorities, state vehicles, and transportation support during emergencies and training exercises.
