Revises attorney fee caps for workers' compensation claims: 25% of settlement amounts, 30% of board awards, and 35% of successful appeals to Alaska Supreme Court.

Implements settlement offer rule allowing attorney fees to be calculated only on benefits awarded above a written offer made at least 30 days before a hearing.

Excludes independent contractors from workers' compensation coverage if they meet eight criteria including having an express contract, control over work methods, incurring most expenses, and meeting at least two additional business operation requirements.

Adds transportation network company drivers to the list of employees excluded from workers' compensation coverage.

Establishes a seven-member workers' compensation working group in the Department of Commerce to review procedures, compensable injuries, treatment guidelines, and controlled substance monitoring, with a report due by December 1, 2018, and the group terminating January 31, 2019.
