Requires physicians performing abortions to use the method most likely to preserve fetal survival if it does not present serious risk to the pregnant woman's health, based on the physician's clinical judgment.

Mandates that any health care practitioner present must exercise the same degree of professional skill and care to preserve the life and health of a child removed alive as would be provided to a naturally born child of the same fetal age.

Allows a parent to surrender a child removed alive during an abortion to the physician or hospital employee, with notification required to the Department of Health and Social Services.

Adds a new ground for finding a child in need of aid if the child was removed from the mother's womb alive during an abortion performed under this law and a parent is unwilling or unable to care for the child.

Takes effect immediately upon enactment; applies to abortions performed on or after the effective date.
