Establishes the marijuana education and treatment fund in the general fund, funded by 25 percent of marijuana tax revenue collected under AS 43.61.010.

Interest earned on the fund deposits into the general fund and appropriated funds do not lapse.

Requires the Department of Health and Social Services to administer a comprehensive marijuana use education and treatment program using appropriations from the fund.

Program must include community-based marijuana misuse prevention with youth services grants, public education on marijuana effects and laws, population surveys on marijuana use, professional training development, health monitoring, and substance abuse screening and treatment referral services.

Legislature may appropriate the annual estimated balance in the marijuana education and treatment fund to the Department of Health and Social Services for program administration.
