Governor must submit a separate appropriation bill for public education operating expenses (AS 14.17.300-14.17.490) when submitting the regular budget report.

Legislature must pass and transmit to the governor a public education appropriation bill by April 1 of each year for the succeeding fiscal year.

Governor's budget must be accompanied by five separate bills: mental health program appropriations, operating expenditures (excluding mental health and education), capital expenditures (excluding mental health), public education appropriations, and revenue recommendations.

Public education appropriation bill is established as a distinct, standalone budget bill separate from general state operating and capital appropriations.

Effective date is July 1, 2018.
