SB 141 - Biennial Budget

• Shifts Alaska state budget from annual to biennial (two-year) budget cycles beginning December 15, 2018, with budgets submitted every two years thereafter.

• Requires the legislature to pass comprehensive biennial appropriation bills in its first regular session and interim appropriation bills in the second regular session of each biennium.

• Suspends salaries and per diem allowances for legislators if biennial or interim appropriation bills are not passed within the first 90 consecutive days of a regular legislative session; suspends the governor's salary if budget bills are not submitted by December 15.

• Updates numerous state agency budget requirements and timelines throughout Alaska Statutes to align with biennial rather than annual budget submissions.

• Takes effect July 1, 2018.
