Adds police officer certification to the list of purposes for which national criminal history record checks can be requested under AS 12.62.400, specifically when a prospective employer lacks access to a criminal justice information system.

Requires applicants to police training programs under AS 18.65.230 to submit fingerprints and a fee to the Alaska Police Standards Council unless previously submitted by their prospective employer, with the Department of Public Safety conducting state and potentially national criminal history checks.

Prohibits the Alaska Police Standards Council from issuing police officer certificates under AS 18.65.240 unless the applicant will undergo a national criminal history record check before employment.

When a prospective employer lacks criminal justice information system access, requires the employer to submit the applicant's fingerprints and fee to the council for submission to the Department of Public Safety to request a national criminal history record check.

Adds "criminal justice information system" to the definitions in AS 18.65.290 and applies the act prospectively to persons applying for police training programs or certification on or after the effective date.
