Amends AS 46.08.070(a) to make cost recovery for oil and hazardous substance cleanup subject to a new waiver provision in subsection (e).

Allows the Department of Environmental Conservation to waive all or part of response costs for residential buildings with no more than four dwelling units if the release was from heating or electrical equipment and the property owner complied with spill prevention requirements.

Requires the property owner to have taken immediate containment measures and provided reasonable assistance to the department and other responding agencies as conditions for cost waiver eligibility.

Authorizes the department to adopt regulations to implement the new waiver provision, with regulations taking effect under the Administrative Procedure Act.

Makes the cost recovery and waiver provisions retroactive to January 1, 2018 if the act takes effect after that date.
