Amends AS 08.36.100 to allow temporary permits as an exception to the requirement that dentists hold a license to practice dentistry.

Establishes a new temporary permit for dentists to substitute for an incapacitated dentist licensed in Alaska, valid only at the incapacitated dentist's business address.

Permit fee equals one-fourth of a biennial license fee plus the application fee, with an initial validity period of 90 consecutive calendar days.

Board may extend the permit for an additional 60 days upon permittee request, with a maximum total validity of 240 calendar days during any consecutive 24-month period.

Board may extend permits beyond the 240-day limit if necessary to provide essential dental services and obtains clearance reports from the National Practitioner Data Bank and Drug Enforcement Administration; defines "incapacitated" as unable to practice dentistry for more than 30 days due to a health condition.
