Amends AS 18.05.030 to prohibit the Department of Health and Social Services from receiving or expending Title X funds (42 U.S.C. 300-300a-8) for grants or contracts with entities that perform abortions.

Prohibits funding for any entity that maintains or operates a facility where abortions are performed.

Defines "abortion" according to the meaning provided in AS 18.16.090.

Applies specifically to family planning services funded under the federal Public Health Service Act.
