Exempts animal and crop importation records identifying particular animals, crops, businesses, or individuals from public disclosure under Alaska's Public Records Act.

Protects animal and crop test results and samples for disease or variety testing when voluntarily submitted or legally required to be submitted to the Department of Environmental Conservation or Department of Natural Resources.

Classifies trade secrets and proprietary business or financial information related to animals and crops as confidential and not subject to public disclosure.

Allows the Department of Environmental Conservation and Department of Natural Resources to disclose confidential records if they determine there is a threat to the health or safety of an animal, crop, or the public.

Authorizes both departments to adopt regulations necessary to implement the Act under the Administrative Procedures Act.
