Allows prisoners to use computers approved by correctional facilities for employment, reentry services, legal purposes, education, or vocational training only.

Adds "reentry services under AS 33.30.011(9)" to the list of permitted purposes for prisoner computer use alongside legal purposes, employment, education, and vocational training.

Exempts contracts for rehabilitation and reentry services from the State Procurement Code by adding them to AS 36.30.850(b).

Requires the commissioner to determine that rehabilitation and reentry service payments will promote community-based and culturally relevant services suited to individual needs and likelihood of community reintegration.

Authorizes the commissioner to consider service availability in the area, cost effectiveness, and the likelihood the contract will help individuals remain in their chosen community when approving reentry service contracts.
