Creates new liability exemption under AS 09.65.243 for persons releasing federally registered pesticides during installation, use, or removal of treated wood utility poles intended to provide utility service in Alaska.

Exempts persons from liability for costs and damages under AS 46.03.822 when pesticide release occurs in connection with utility poles used for utility service in the state.

Amends AS 46.03.822(a) to reference the new exemption in AS 09.65.243 alongside existing exceptions in AS 09.65.240.

Defines "person" according to the definition in AS 46.03.900 for purposes of the exemption.
