Adds legislative findings that self-direction and autonomy enhance quality of life for persons with disabilities and help build skills to protect themselves from abuse.

Establishes state policy that the Department of Health and Social Services and legislature consider flexible support systems when determining needs and establishing priorities for disability services.

Directs the department to take a flexible approach to administering disability programs that allows each person to participate actively in managing their own support services based on their strengths and abilities.

Clarifies that the legislation does not create new rights, supersede existing eligibility laws, or authorize the department to apply for federal waivers for self-directed personal assistance services.

Requires the department to encourage and enable persons with physical and mental disabilities to participate fully in the social and economic life of the state.
