Amends Alaska law to include third class boroughs in the public education system, allowing them to divide into educational service areas and establish regional school boards similar to the unorganized borough system.

Establishes that a single body may serve as both assembly and school board in third class boroughs with 500 pupils or less if approved by ordinance and voter referendum, with the mayor serving as presiding officer but unable to veto school board actions.

Permits third class boroughs to incorporate and reclassify as first or second class boroughs, and removes restrictions on merger or consolidation to form third class boroughs.

Restricts third class borough powers to: levying property taxes, entering taxpayer payment agreements, issuing bonds for energy infrastructure projects, and enacting ordinances with civil penalties only (no imprisonment penalties).

Prohibits third class boroughs from acquiring areawide zoning powers or air quality control programs unless through specific service area formation processes.
