Allows voter registration by requesting registration on a permanent fund dividend (PFD) application form, rather than requiring completion of a separate voter registration form.

Requires the director of elections to verify registration information from PFD applicants through state agency records and accept alternative forms of identification (driver's license, passport, birth certificate, hunting/fishing license) if applicants lack required ID numbers.

Directs the Department of Revenue to provide electronic records from PFD applications containing required voter registration information to the director of elections on an established schedule.

Permits PFD applicants to request voter registration and provide required information under procedures established by the elections director, with attestation that the information is true.

Makes changes effective January 1, 2019 for PFD applications filed on or after that date; allows Department of Revenue and elections division to adopt necessary implementing regulations.
