Changes the minimum operational requirement for alcoholic beverage license renewal from 30 eight-hour days to 240 hours during each of the two preceding calendar years.

Removes the phrase "or transfer of ownership" from AS 04.11.400(d) to clarify that only new beverage dispensary and restaurant licenses (not transfers) can be issued under the tourist trade exemption.

Adds new subsection allowing renewal or transfer of ownership of beverage dispensary and restaurant licenses if the licensee operates a qualifying hotel, motel, or resort with required dining facilities and maintains minimum rental room counts from initial licensure.

Adds "outdoor recreation lodge licensee" as a permitted alcoholic beverage seller in municipalities and established villages that adopt local options prohibiting alcohol sales, applicable to licenses issued before, on, or after the effective date.
