Establishes a legislative goal for Alaska to enter into $100,000,000 in energy service performance contracts by 2025 to retrofit public facilities, buildings, and schools with net energy cost savings within 15 years.

Requires the Department of Transportation and Public Facilities to perform energy audits on public buildings and public school buildings at least once every seven years.

Extends energy audit and retrofit requirements to community facilities over 5,000 square feet that receive power cost equalization, allowing the Alaska Energy Authority, Alaska Housing Finance Corporation, or the state to conduct audits and retrofits.

Changes the public facility retrofit deadline from January 1, 2020 to January 1, 2025, requiring retrofits of at least 25 percent of state public facilities starting with the least energy efficient.

Reduces the minimum square footage threshold for public facilities from 10,000 to 5,000 square feet and authorizes the Alaska Energy Authority to coordinate energy audits and identify grant, loan, and performance contract funding for community facilities.
