Creates the restorative justice account funded by redirecting permanent fund dividend payments that would have gone to individuals ineligible due to felony convictions or incarceration.

Establishes the office of victims' rights authority to pay restitution balances up to $10,000 per victim from the restorative justice account, with priority given to natural persons, then private businesses, then government entities.

Extends the election period for crime victims to choose independent restitution collection from 30 days to 90 days after receiving notice from the Department of Law.

Designates restorative justice account funds for crime victim compensation, domestic violence and sexual assault programs, mental health and substance abuse treatment for offenders, and Department of Corrections costs.

Allows individuals receiving restitution payments from the state to be required to reimburse the state, enforceable as a civil judgment.
