• Allows Hmong and Lao veterans who served in military operations in the Kingdom of Laos between February 28, 1961, and May 15, 1975, to receive veteran designations on identification cards and driver's licenses with a United States flag replica at no additional charge.

• Creates registration plates celebrating the arts, with the Alaska State Council on the Arts selecting a new design every four years through a public competition.

• Establishes special motor vehicle registration plates for recipients of valor awards including the Bronze Star (for valor), Silver Star, Navy Cross, Distinguished Service Cross, Air Force Cross, and Coast Guard Cross, with a $30 fee.

• Allows issuance of special registration plates for recipients of other armed forces awards reflecting valor, determined by the Commissioner in consultation with the Department of Military and Veterans' Affairs.

• Permits disabled veterans to elect alternative registration plates without the international symbol of accessibility if they prefer, while maintaining existing disabled veteran plate benefits including free registration.

• Sections establishing the new valor award plates become effective January 1, 2019.
