AK SB211

Establishes the "Alaska Master Fisher Retirement Transfer Act" allowing entry permit holders to temporarily transfer permits to qualified individuals for up to three consecutive years.

Temporary transferees must be former crewmembers employed for a full fishing season by the permit holder and must meet safety and qualifications standards adopted by the Alaska Commercial Fisheries Entry Commission.

Temporary transfers limited to one-half of each fishing season, must be conducted from the same vessel as the permit holder, and require a written contract filed with the commission.

Extends existing commercial fishing regulations to include temporary transferees for licensing, physical presence requirements, landing permits, vessel operations, and enforcement provisions.

Bill takes effect January 1, 2019.
