SB 216 Summary

• Allows school districts to offset state aid reductions for up to four fiscal years after schools consolidate within the same community and district by using the last fiscal year before consolidation as a baseline.

• Provides a phased adjustment schedule where districts receive 100% offset in years 1-2, 66% in year 3, and 33% in year 4 following consolidation.

• Prohibits districts from offsetting consolidation-related decreases if a new facility is constructed for the consolidation or if the district is simultaneously offsetting a different enrollment decrease.

• Requires districts that offset decreases to wait at least seven years and provide evidence of overcapacity before reopening a closed school, and prevents reconsolidation of the same school more than once every seven years.

• Amends school counting rules to require communities with an ADM greater than 425 and only one kindergarten-through-12 facility to count as two schools for funding purposes; takes effect immediately.
