SB 22 - Operating Budget Appropriations

• Appropriates funds for operating and loan program expenses of Alaska state government for fiscal year ending June 30, 2018, including capital projects and program funding.

• Authorizes permanent fund dividend payments of $1,000 per eligible individual, estimated at $695,650,000, from the general fund.

• Appropriates $1,176,466,600 from general fund to public education fund for state aid to public schools, plus $72,619,800 for student transportation.

• Makes supplemental appropriations and reappropriations including $115,956,587 for school construction, retirement system contributions, and debt service payments on state bonds.

• Authorizes appropriations from the constitutional budget reserve fund if unrestricted revenue is insufficient to cover general fund appropriations, contingent on three-fourths affirmative vote of both legislative houses.
