SB 24 Summary

• Appropriates operating and capital expenses for Alaska's integrated comprehensive mental health program in accordance with AS 37.14.003 and 37.14.005.

• Allows Alaska Mental Health Trust Authority authorized receipts or administration receipts exceeding appropriated amounts, conditioned on compliance with program review provisions of AS 37.07.080(h), with reductions if receipts fall short of estimates.

• Includes salary and benefit adjustments for state employees and implementation of collective bargaining agreements for fiscal year ending June 30, 2018, covering correctional officers, general government, supervisory, labor/trades/crafts units, and University of Alaska Federation of Teachers.

• Adjusts appropriations proportionately if listed collective bargaining agreements are not ratified by their respective membership.

• Takes effect July 1, 2017.
