Freezes general pay increases, merit step increases, and pay increments for unrepresented employees in the executive branch, legislative branch, and University of Alaska from July 1, 2017, through June 30, 2019.

Prohibits salary increases for the governor, lieutenant governor, department heads, and legislature members during the freeze period, though the governor may voluntarily waive portions of their salary.

Allows the governor to waive salary portions during fiscal years 2018-2019 and permits classified employees to receive delayed merit step increases and pay increments after the freeze period ends.

Exempts employees covered by collective bargaining agreements and employment contracts entered into before July 1, 2017, from the compensation freeze.

Authorizes the commissioner of administration or personnel board to adopt regulations to implement the act, which takes effect July 1, 2017.
