Restricts document retention for federally compliant cards to only minimum documents required by federal law, with destruction required approximately 15 years after application; limits non-compliant card face images to 15 years retention with document destruction one year after card expiration.

Prohibits the state from requiring residents to possess federally compliant identification unless they are state/municipal employees whose job duties require it, and prevents bulk sharing of facial images with non-state databases except for commercial driver's licenses.

Extends driver's license validity from 5 years to 8 years and establishes annual reporting requirements on state efforts to minimize social security number sharing in interstate driver's license databases.
