Authorizes the board to adopt regulations governing optometrists' prescription and use of pharmaceutical agents for treating eye disease.

Removes specific continuing education hour requirements (8 hours on pharmaceutical agents, 7 hours on nontopical therapeutic injections) and replaces them with general board-prescribed continuing education standards.

Allows licensees to prescribe and use pharmaceutical agents, including controlled substances, if consistent with board-adopted standards.

Creates new practice limitation requirements stating licensees may only perform optometry services within the scope of their education, training, and experience as established by board regulations.

Redefines "optometry" to include examination, evaluation, diagnosis, treatment, or performance of preventive procedures related to eye diseases and adjacent structures, subject to chapter provisions and board regulations.
