Extends Department of Administration labor relations appropriation by adding fiscal year ending June 30, 2018 to existing $792,000 general fund allocation for labor contract negotiations and arbitration support.

Reappropriates up to $3,000,000 from Public Safety Academy Driver Training Facility funds to Department of Administration for Alaska Land Mobile Radio project.

Appropriates $8,000,000 from general fund to Department of Corrections for inmate physical health care costs for fiscal year ending June 30, 2017.

Appropriates $8,000,000 from general fund to Department of Transportation and Public Facilities for Environmental Protection Agency consent agreement compliance regarding decommissioning and remediation of class V injection wells for fiscal years 2017-2021.

Appropriates $3,000,000 from general fund to disaster relief fund for capitalization purposes and establishes effective date of April 16, 2017.
