SB 45 Summary

• Exempts homebuilders from contractor licensing requirements if they construct and sell one home, duplex, triplex, or four-plex every two years, and must file notice with the state if advertising for sale during construction or within two years after construction begins.

• Allows distillery license holders to combine their distilled products with non-alcoholic ingredients such as mixers, liquids, or garnishes.

• Modifies fingerprint and background check requirements for alcoholic beverage license renewals, allowing boards to waive requirements for publicly traded corporations and require fingerprints for only up to three officers.

• Changes minimum hours of operation requirement for license renewal from 30 eight-hour days to 240 hours during each of the preceding two calendar years.

• Adds outdoor recreation lodge licensees as a permitted license type under local option elections for communities that allow alcohol sales, and allows transfer of beverage dispensary and restaurant licenses if the licensee maintains a qualifying hotel, resort, or airport terminal operation.
