Adds Hmong veterans and Lao veterans who served in military operations supporting the United States in the Kingdom of Laos between February 28, 1961, and May 15, 1975, to those eligible for veteran designations on Alaska identification cards and driver's licenses.

Allows the Department of Public Safety to provide a veteran designation and United States flag replica on identification cards and driver's licenses at no charge for the designation itself.

Requires applicants to provide proof of veteran status and permits the Department of Public Safety to consult with the Department of Military and Veterans' Affairs to determine acceptable proof for Hmong and Lao veterans.

Allows a $5 fee for replacement identification cards or driver's licenses that include a veteran designation, with replacement licenses retaining the expiration date of the original license.

Permits the departments to share the names and addresses of individuals receiving veteran designations with the Department of Military and Veterans' Affairs, with the applicant's approval.
