Adds a geographic limitation to the certificate of need program by requiring a $1,000,000+ expenditure to be located within 75 miles of another health care facility to require a certificate of need.

Applies the amended requirement to health care facility construction, bed capacity alterations, and additions of new health service categories initiated on or after July 1, 2020.

Protects existing certificates of need issued before the effective date for facilities located more than 75 miles from another health care facility from revocation, enforcement, or modification by the Department of Health and Social Services.

Applies the amended statute to applications pending on the effective date of the Act.

Takes effect July 1, 2020.
