Redesignates the Alaska State Council on the Arts as a public corporation with separate and independent legal existence within the Department of Education and Early Development.

Adds the executive director and employees of the Alaska State Council on the Arts to the exempt service under AS 39.25.110, exempting them from the State Personnel Act.

Creates a board of trustees structure with 11 members appointed by the governor to govern the council, replacing previous governance language.

Establishes the council as exempt from the State Procurement Code (AS 36.30) but requires adoption of procurement procedures including Alaska veterans' preference consistent with AS 36.30.321(f).

Makes artist submissions to the council confidential except when a commission is awarded, in which case the submission must be disclosed upon request; exempts the council's operating budget from certain procedural requirements while maintaining subjection to the Executive Budget Act.
