Establishes a matching grant program in the Department of Commerce, Community, and Economic Development for museum construction, expansion, major renovation projects, and Native artifact repatriation costs.

Eligible museums must be located in Alaska, eligible to receive state grant funds, and provide matching funds equal to at least 50 percent of total proposed project costs.

Department grants are capped at a maximum of 50 percent of total proposed grant project costs.

Defines "major renovation" as significant physical upgrades that improve artifact preservation, public presentation, or educational services.

Program requires a legislative appropriation before the department can accept grant applications.
