Adds "sexual orientation" and "gender identity or expression" as protected classes to Alaska's anti-discrimination laws across employment, housing, public accommodations, and credit practices.

Defines "sexual orientation" as heterosexuality, homosexuality, and bisexuality; defines "gender identity or expression" as a person's gender self-image, appearance, or behavior regardless of sex assigned at birth.

Extends State Commission for Human Rights authority to investigate discrimination complaints and study problems related to sexual orientation and gender identity or expression.

Prohibits discrimination in employment decisions, labor union membership, housing sales and rentals, public accommodations, and financial institutions based on sexual orientation or gender identity or expression.

Establishes that discrimination based on sexual orientation or gender identity or expression threatens the state's peace, order, health, safety, and general welfare, making it a matter of public concern.
