CS FOR SENATE BILL NO. 8(STA) - Summary

• Allows individuals filing for Alaska Permanent Fund Dividends electronically to direct contributions from their dividend payments to federally recognized tribal governments, in addition to existing options for peace officer and firefighter survivors' fund, educational organizations, community foundations, and charitable organizations.

• Contributions may be made in amounts of $25, $50, $75, $100, or more in $50 increments, up to the total dividend amount, with seven percent of contributed money withheld for administrative costs.

• Federally recognized tribal governments are exempt from the application filing deadline and certain eligibility requirements that apply to educational organizations, community foundations, and charitable organizations seeking inclusion on the contribution list.

• Establishes a $250 application fee for federally recognized tribal governments filing for inclusion and a seven percent coordination fee on contributions received, both subject to separate accounting.

• Prohibits persons claiming dividends on behalf of unemancipated minors involved in adoption or guardianship proceedings pending in tribal court from electing to contribute that minor's dividend to a federally recognized tribal government.
